Dominion Energy will discuss the outcome of the third-party transmission study in the IRP. While planned transmission projects may help with import capability, we must also consider resource availability outside of DOM Zone to provide the power to import into the zone.

Does Dominion Energy consider affordability as a part of EJ?

Yes. The VEJA (§ 2.2-234) defines “environment” as the natural, cultural, social, economic, and political assets or components of a community. The economic aspect of that definition could be applied to the cost of energy, but it also could include other economic aspects of energy infrastructure (e.g., local tax revenues, jobs, etc). The affordability of electricity also has indirect effects to the environment; if electricity is unaffordable then less affluent households may be forced to forgo indoor heating and cooling, which would also potentially have a deleterious effect on the indoor environment.

What is the cost assigned to increased GHG emissions?

Dominion Energy plans to address emissions reductions in the 2024 IRP.

How will EJ be addressed in IRP? Will there be any mapping in there? Can we include Dominion facilities’ locations on this map? This is important information relative to EJ analysis.

Dominion has not changed its position; we do not feel the IRP is an ideal proceeding to focus on addressing the goals of the Virginia Environmental Justice Act. That said, in an attempt to try and provide more information that stakeholders will find useful, we are providing a map that shows how the Virginia EJ Act definitions apply to the entire Commonwealth. We are planning to show existing Dominion facilities on this map.

Has Dominion held discussions with Data Centers regarding demand response?

Dominion Energy is in continuous discussions with its largest customers, including data centers, regarding time-of-use, energy efficiency, and demand response offerings; PJM also has emergency demand response programs where customers sign up to be curtailed with minutes of notice to help support the stability of the grid. Participation in either a Company- or PJM-offering is the customer’s decision and not the Company’s.

Is Dominion using the definition provided in the Virginia Environmental Justice Act to determine potential environmental impacts?

In response to stakeholder feedback, Dominion Energy is creating a generic facility-type comparison table for the EJ section of Dominion’s 2024 IRP. The table will address the possible environmental effects of constructing and operating different types of power generation facilities. The Virginia Environmental Justice Act (VEJA) does not create any new requirements for individual citizens or companies, like Dominion; rather, it requires the Commonwealth “to promote” environmental justice. The Company plans to follow NEPA definitions when designing the table, which it believes are substantially similar to VEJA definitions. Rather than spending time debating how to interpret VEJA definitions, without precedent or guidance from the Commonwealth, the Company believes use of well-established NEPA definitions for environmental effects will provide a common language for all parties considering environmental effects, leading to a more fruitful discussion of environmental justice in the 2024 IRP proceeding.

Is the environmental justice map being produced at census block track level and locality parameters for uses? Could counties be superimposed onto this map?

In response to stakeholder feedback, Dominion Energy is including a map in the 2024 IRP depicting EJ communities in the Commonwealth through application of the Virginia Environmental Justice Act (VEJA) definitions at the U.S. Census block group level. Dominion Energy will consider the suggestion regarding inclusion of county boundaries.

Do environmental impacts include GHG and various impacts between clean energy and fossil fuels?

Unfortunately, the type of detailed climate impact assessment that would be needed to properly consider all possible climate impacts of all the facility types under consideration is not feasible in the context of the 2024 IRP and the generic facility type comparison at issue here. It is important to note that renewables like solar, wind, and battery storage are not 100% free from climate impacts. Although renewable energy facilities do not continuously create green-house gas emissions during operation, they do affect the climate indirectly through the extraction, transport and manufacturing of materials and equipment needed to build and maintain them. Indirect and upstream emissions, referred to as Scope 3 emissions, are discussed in the Company’s latest climate report. Dominion Energy Climate Report 2022.The table will include “air quality” effects as traditionally understood in the context of environmental permitting under the Clean Air Act.

Can Dominion Energy share more information on the capacity that advanced conductors can provide?

A qualitative discussion on advanced conductors and other grid enhancing technologies will be included in this year’s IRP. It is important to note, the installation of a new transmission line and the amount of additional load that can be served in a particular load zone depends on the next most limiting network components. Transmission is not a radial distribution network that by adding an 84MVA TX you add 84 MVA of capacity to the network.

Why are there not ELCC values from PJM for solar plus storage? Why is solar plus storage not in the model, since we have solar plus storage at Dulles?

PJM models solar and storage resources independently. It is assumed Dulles will participate as a co-located resource, which means it would effectively participate as two separate resources in the PJM market. That is consistent with how we have modeled solar and storage resources in the PLEXOS model.

During the IRP meeting on August 23rd, the environmental justice slide of the presentation noted that the IRP would include "A generic evaluation of potential environmental impacts relative to different types of power generation facilities." Does this mean that the IRP will just discuss what the environmental impacts of these power generation facilities are as general types, or will it discuss the impacts of the specific amounts of each generation type it is including in its plans? I think that doing the latter is important to allow for the environmental impacts of different plans to be able to ensure that discussion of impacts takes the cumulative impacts of multiple facilities into account It is important to understand the environmental implications of certain plans leaning more heavily on certain generation types than others.

Yes, the IRP will only discuss potential environmental impacts of general types of power generation facilities. Without knowing a specific location, an environmental impact analysis can only occur in the abstract. For example, the extent of visual impacts on local farmland, open space easements, churches, and local residences is affected by local topography, trees, and vegetation, among other things. As another example, the extent (if any) of impacts to historic properties, air quality, wildlife, wetlands and other waters, and parks also depends on the nature of the local area. In addition to a project’s location, information about the project itself makes a difference in an environmental justice review. Generation projects come in all shapes and sizes that are driven by numerous variables, including land use and availability, geography, topography, presence of sensitive environmental resources, distance to existing electric infrastructure, costs of interconnection, local views on the placement of new generating resources, stakeholder input, availability of off-takers, permitting, and financing, among other things. The lack of project specific information is a key limitation in evaluating the potential environmental consequences of generic generating resources. We agree that a fulsome analysis of environmental impacts is important. That is precisely why the Company primarily addresses EJ in a project-specific context (e.g., filing more specific information about environmental impacts in appropriate CPCN proceedings) and why we feel the IRP is not an ideal proceeding to focus on addressing the goals of the Virginia Environmental Justice Act. As stated in the Company’s 2023 IRP proceeding – affordability, reliability, and the increasingly clean nature of our power generation portfolio is the focus of the IRP, and by pursuing all three of those focus areas simultaneously we believe we are, generally, working towards environmental justice across the Commonwealth.

How does population and business growth affect the expected energy demand and how does Dominion Energy plan to meet the growth?

Population and business growth are included in the economic variables PJM uses to develop their forecast. How is transmission infrastructure reflected in the IRP model?

The IRP model takes into account transmission import capabilities. Information on transmission infrastructure is included in the IRP document. For example, refer to appendix 7a in the 2023 IRP. 2023 Virginia Integrated Resource Plan (cdn-dominionenergy-prd-001.azureedge.net)

How many zonal/nodal transmission constraints are reflected within the Dom Zone and for outside the Dom Zone?

As it relates to the IRP, modeling is based on a single node that only models the Dominion Load Serving Entity.

What are the inputs that go into the transmission study? What are the outputs of this study and how does it relate to CETL/CETO values?

Dominion Energy is in the process of reviewing and analyzing the results of a Dominion Energy Transmission Study (Study) conducted by a third-party regarding import capability for the Dominion Zone. This Study used the PJM 2023 Region Transmission Expansion Plan cases (RTEP) for transmission infrastructure, load forecast and generation assumptions. In addition, Dominion Energy included the Coastal Virginia Offshore Wind (CVOW) project and its related transmission infrastructure in the RTEP. The Study evaluated three sets of equipment ratings based on temperatures, load levels, and generation profiles. The RTEP assumed that planned transmission infrastructure for 2028 was in service, but to allow for uncertainty in the completion of these projects (such as size and complexity of supply chain and permitting), the 2028 limits were not applied to the RTEP until 2033. The Study applied contingencies (i.e., removed individual pieces of equipment) in accordance with NERC risk requirements. The Study differs from the PJM CETO/CETL Analysis. For example, the Study includes imports from Duke Energy. Additionally, the Study was for the year 2028 and included future transmission projects, unlike the PJM CETO/CETL analysis which was only for the year 2025/2026. The output of the Study is the seasonal import capability for Dominion Energy Zone, which is the starting point for determining the import capabilities for the Dominion Energy Load Serving Entity.

How does the model determine when it is cost effective to build generation rather than import/procure from outside Dom zone?

The IRP model includes forecasts for purchased power prices and cost assumptions for the construction and operation of new generation resources. The model will pick the most cost-effective option to meet capacity and energy needs, whether that is to build new generation or purchase from the market.

Do you include the entire DOM Zone within PJM’s load forecast, which includes Co-Ops (NOVEC, MEC, REC, etc.), as part of your IRP analysis to determine resource adequacy? Or do you only assess the DOM LSE, which would only include Dominion’s distribution service territory?

PJM issues a load forecast for the entire DOM Zone from which Dominion Energy’s load forecasting team derives the load forecast specific to the Dominion Load Serving Entity (DOM LSE). The IRP focuses on resource expansion to serve the DOM LSE.

What is the difference between the Company load forecast and PJM’s load forecast? What is the MW amount difference per year?

Typically, in the late December timeframe, PJM completes its load forecast for all twenty-two load zones within the PJM footprint and publishes its report on the PJM website. DOM Zone is one of these load zones. Dominion Energy’s load forecasting team utilizes this DOM Zone forecast to derive the load forecast specific to the Dominion Load Serving Entity (DOM LSE). Dominion Energy typically refers to this load forecast as the “PJM-Derived” DOM LSE load forecast. Dominion Energy also develops its own forecast for the DOM LSE. This forecast is usually referred to as Dominion Energy’s load forecast. The PJM-Derived load forecast and the Dominion Energy load forecast are currently being finalized for use in the 2024 IRP. The preliminary results show that the two forecasts are similar to each other throughout the 15-year forecast horizon.

Will data centers be required to use diesel? If so, how is it being incorporated into the IRP?

What data center assets can be used in demand response? If data centers are being required to use diesel generators, how is this consistent with the Clean Air Act?

What information can Dominion Energy provide a locality on energy and land use ahead of time? Can they share more information about the capacity of existing lines?

Dominion Energy Virginia has operated and worked with our Virginia communities for more than a century; however, it does not have any authority over customers' land use requests. In terms of capacity, the transmission system is a network and therefore, it is the network that has the capacity, not an individual transmission line.

Is there regional planning occurring for demand, specifically around data centers?

The geographical location of data center demand is dependent upon where data centers initiate projects. Dominion Energy does perform network studies in regions where there is significant data center development underway.

How does the number of in-state RECs required by the VCEA impact modeling?

The renewable portfolio standards of the VCEA are an input into the IRP modeling. The model then selects whether it is most cost-effective 1) to build resources that generate eligible renewable energy credits (RECs); 2) for Dominion Energy to purchase RECs from the market (when available) to meet those requirements; or 3) for the Dominion Energy to incur a deficiency payment as outlined in the VCEA.

Are stakeholders going to see results of the transmission study ahead of IRP filing? Are we going to see an increase in import capability?

Based on stakeholder feedback, Dominion Energy is evaluating energy efficiency targets beyond 2025. The Virginia Clean Economy Act (VCEA) prescribes energy efficiency targets through 2025, and requires the Virginia State Corporation Commission to establish new targets for 2026-2028, but those have not yet been set by the Commission. Dominion Energy is planning to model energy efficiency savings that align with its proposed energy efficiency targets in the State Corporation Commission’s pending target setting proceeding and to continue to escalate forecasted savings beyond 2028. Projected savings from energy efficiency programs are incorporated into the IRP modeling as an adjustment to the PJM load forecast. As required by our regulators, Dominion Energy also includes a discussion of all existing utility demand side management programs, measures, and rates.

If Dominion is not applying ELCC to thermal units, can you please explain the capacity value assumptions for those resources? The transmission study seems consequential to the impact of the resource builds, because the import/export constraints will significantly affect where or how much new capacity gets built. The assumptions within the transmission study (such as voltage concerns, stability issues, etc.) will drive these decisions. It would therefore be very helpful to understand the extent to which options like alternative transmission technologies, or near-term grid enhancing technologies are being considered.

Per the recommendations of the Commission Staff and the Hearing Examiner during the 2023 IRP case, Dominion Energy will utilize the PJM Effective Load Carrying Capacity (ELCC) study, published on April 24, 2024 (preliminary-elcc-class-ratings-for-period-2026-2027-through-2034-2035.ashx (pjm.com)), for use in the 2024 IRP modeling for all applicable resources in the IRP modeling.The import/export transmission analysis is performed to estimate the transmission network's capability to import power into the Dominion Zone. The analysis uses similar study principles to PJM’s Regional Transmission Expansion Planning Process (RTEPP) and considers thermal and voltage equipment limits. The results of the import/export analysis represent one of many inputs into the IRP.Dominion Energy, as a member of the PJM, participates in PJM’s FERC-approved RTEPP that is used to plan the enhancement and expansion of the transmission system. All transmission solutions including the construction of new transmission facilities, uprating of existing transmission facilities, and the application of grid-enhancing technologies (GETs) are considered in the RTEPP. The IRP can help identify possible transmission needs, but it is not intended to replicate the RTEPP analysis.

Technology cost is important but does not seem to be reflected here, nor is it clear what candidate resources are provided for the model to pick. What additional technology is being considering in the model, e.g. CCS, long duration storage, etc.?

Dominion Energy continues to evaluate multiple technologies for long term planning purposes. It is expected that the IRP will include at least qualitative discussions of technologies, such as carbon capture and sequestration/storage (CCS) and long duration storage. For any technology included in the modeling, costs to build and operate that technology are inputs into the model. Additionally, Dominion Energy continues to evaluate both hydrogen and small modular reactors (SMRs) for long-term planning purposes. It is expected that the Integrated Resource Plan will include discussions and/or modeling on both hydrogen and SMRs. Small Modular Reactors (SMRs) will be made available for the model to select as part of the Integrated Resource Plan modeling. Geothermal generation is currently not a resource type available for the model to select.

What does "with reliability consideration" mean in the context of coal/gas retirements?

In the context of coal/gas retirements, “with reliability considerations” means the ability to retire existing fossil units in the model as long as reliability is maintained. At a high level, reliability means providing power to all customers 24x7x365 as cost effectively as possible.

Why is Dominion relying exclusively on PJMs load forecast, instead of its own (presumably more nuanced) load forecasting? It seems like Dominion would want to use the most sensitive and detailed information available, especially in the data center/new load context.

As required by the Virginia State Corporation Commission, Dominion Energy uses PJM’s most current load forecast for the DOM Zone. Dominion Energy also runs a sensitivity using its own load forecast.

No real details are provided on the assumptions around efficiency and demand response. Could these assumptions be clarified?

Projected savings from energy efficiency programs are incorporated into the IRP modeling as an adjustment to the PJM load forecast. As required by our regulators, Dominion Energy also includes a discussion of all existing utility demand side management programs, measures, and rates.

Is the IRP updated every year?

Yes, a fully litigated IRP proceeding takes place in even numbered years. A non-ligitated update is filed in odd numbered years.

Will there be anything filed with the 2024 IRP that captures public comments?

Yes, Dominion Energy will attach a report to the 2024 IRP which will reflect stakeholder comments.

How will comments be incorporated into the model?

Dominion Energy will review and consider all feedback gathered from the stakeholder process for possible inclusion in the IRP.

When will modeling occur?

Modeling is planned to occur throughout the summer.

Are we going to see an increase in import capability?
Does Dominion Energy consider affordability as a part of EJ?
What is the cost assigned to increased GHG emissions?
How will EJ be addressed in IRP? Will there be any mapping in there? Can we include Dominion facilities’ locations on this map? This is important information relative to EJ analysis.
Has Dominion held discussions with Data Centers regarding demand response?
Is Dominion using the definition provided in the Virginia Environmental Justice Act to determine potential environmental impacts?
Is the environmental justice map being produced at census block track level and locality parameters for uses? Could counties be superimposed onto this map?
Do environmental impacts include GHG and various impacts between clean energy and fossil fuels?
Can Dominion Energy share more information on the capacity that advanced conductors can provide?
Why are there not ELCC values from PJM for solar plus storage? Why is solar plus storage not in the model, since we have solar plus storage at Dulles?
During the IRP meeting on August 23rd, the environmental justice slide of the presentation noted that the IRP would include "A generic evaluation of potential environmental impacts relative to different types of power generation facilities." Does this mean that the IRP will just discuss what the environmental impacts of these power generation facilities are as general types, or will it discuss the impacts of the specific amounts of each generation type it is including in its plans? I think that doing the latter is important to allow for the environmental impacts of different plans to be able to ensure that discussion of impacts takes the cumulative impacts of multiple facilities into account It is important to understand the environmental implications of certain plans leaning more heavily on certain generation types than others.
