What does surplus interconnection mean? Why can it not be considered for the IRP?

In basic terms, surplus interconnection refers to utilizing points of connection on the grid to their maximum potential.

The Virginia General Assembly passed a bill in 2026 directing the Company and the Commission to study the feasibility of utilizing surplus interconnection to co-locate resources. Once the Company better understands the feasibility, surplus interconnection potential can be addressed in future IRPs.
