Yes, it is necessary to model ownership. This is because the VCEA specifies the ownership requirements for certain solar and storage resources up to the development targets outlined in the statute. In the stakeholder input case survey, stakeholders were offered the choice to have their portfolio meet the development targets in the VCEA, including the ownership requirements, or to allow the model to economically select all resources. Stakeholders chose the option to meet the development targets of the VCEA.
