Stakeholder Process Information

The IRP stakeholder process is a collaborative forum initiated by Dominion Energy Virginia and North Carolina to gather input directly from a diverse range of stakeholders on the assumptions, inputs, and methodologies that will inform the development of the 2026 IRP. Dominion Energy established this stakeholder process in 2024 as directed by state law.

Throughout the IRP stakeholder process, we are committed to:

  • Providing opportunities for stakeholder input during the IRP process.
  • Capturing stakeholder input, reflecting the diverse interests and concerns of parties involved.
  • Carefully considering all input provided.
  • Meeting all legislative, regulatory and operational requirements.
  • Maintaining 24x7x365 reliability.
  • Responding to questions relevant to the 2026 IRP provided they do not involve highly sensitive or confidential information.
    • Most responses will be posted on the public IRP website.
    • If substantially similar questions are asked by more than one stakeholder, they will be combined into a single question/answer.
    • Certain questions, such as highly technical or those needing clarification, may require separate discussions.

 

For the 2026 IRP Stakeholder Process, Dominion Energy has partnered with the Great Plains Institute (GPI) to provide neutral, third-party facilitation services. For more than 25 years, GPI has convened parties and stakeholders with diverse interests to build shared understanding on complex energy topics. Combining skilled facilitation with substantive expertise, GPI executes processes that are transparent, respectful, inclusive, grounded in procedural rigor, and attuned to the regulatory environment.
