Are ELCCs of renewable plus storage competitive with fossil fuel generation?
Please review the Model Constraints: ELCC Ratings slide from the April 29 - Stakeholder Modeling Meeting 1 materials. PJM Preliminary ELCC Class Ratings 2027/28 to 2035/2036 anticipate declines in ELCC values for solar and storage resources, while ELCC values associated with fossil generation are expected to stay higher and more stable. PJM does not assign an ELCC for solar-plus-storage as a class, but functionally it would not be expected to exceed ELCC values for storage-on-grid.
