In reference to the term “pre-program,” does that mean the model will be required to at least meet the requirement or only meet the requirement? For instance, how does the Company constrain the model for the ownership requirements set in the VCEA?
When discussing IRP modeling, the term “pre-programmed" means the model has been programed to require that outputs generated will at least meet the requirement(s) included in that pre-programming (e.g., VCEA-mandated ownership targets).
Specifically, as it relates to the ownership requirements, the VCEA sets a precise target that, of the 16,100 MW of solar or onshore wind resources required, 35% must come from third party resources. If the model wants to select solar or onshore wind resources beyond the 16,100 MW required in the VCEA, the model is allowed to economically choose the ownership of those selected additional resources.
