Will there be any externally imposed constraints on the amounts of MW that annually can be selected by the model for certain generation resources (e.g., solar, storage)?
Annual and total-plan resource build limits are a key factor to PLEXOS modeling. Annual build limits restrict the maximum capacity of a given resource the model may build in a given model year, while total plan build limits represent the maximum total capacity of a given resource the model may select over the full modeling period. The IRP build limits are derived through close collaboration with Company subject matter experts that are experienced in building resources in Virginia.
During the stakeholder process for the 2025 IRP Update, stakeholders were provided options in a survey so that they could provide input on build limits for the Stakeholder Input Case. The Company plans to provide this option again for the 2026 Stakeholder Input Case.
