Can effective load carrying capability (ELCC) values change from year to year? Are there limits to the magnitude of change, or can there be fairly large year-over-year change to ELCC values for specific resource classes?

PJM publishes ELCC values annually, and they can change from year to year, including between capacity auctions. As a result, Dominion Energy has observed some year to year variation in ELCC values for different resource types.

The development of ELCC values is performed by PJM, and Dominion Energy does not determine how those values are calculated.
