Energy efficiency appears to be a prescribed parameter in recent IRP cycles. Going forward, could energy efficiency become a changeable planning parameter, or will it remain prescribed?
Energy efficiency levels are prescribed to the extent that Dominion Energy is required to demonstrate compliance with established energy efficiency targets. As a result, portfolios are not evaluated with energy efficiency levels below those required targets.
Evaluating energy efficiency levels above the required targets could be considered in the future. Doing so would involve adjusting the load forecast to reflect additional energy efficiency impacts. While this is not currently a standard planning parameter, it is a potential option that could be evaluated in future IRPs.
