What does “Transmission Project Under Construction” mean (i.e., projects under construction within the Company’s planning, projects that have been submitted to the SCC, or are they truly "Under Construction.")?

The 2025 IRP Update included Appendix 2C-1 "List of Transmission Projects Under Construction". This Appendix represents projects that the Company, as the Transmission Owner, has submitted to PJM per the RTEP process.
