How is Dominion evaluating grid-enhancing technologies (GETs), including advanced transmission technologies (ATTs), in the IRP, particularly in light of HB 862 (passed in 2024)? Will this include a comprehensive assessment, and what tools or modeling approaches are used?

Dominion Energy’s current approach to evaluating grid-enhancing technologies (GETs), including advanced transmission technologies (ATTs), is primarily informed by the PJM Regional Transmission Expansion Plan (RTEP) process. Through that process, PJM identifies system needs and evaluates potential solutions. GETs or ATTs may be considered to address specific transmission constraints—particularly where they could provide a lower-cost alternative to more traditional infrastructure upgrades.

Within the IRP, the Company incorporates transmission assumptions and planned system developments based on PJM’s planning processes, including approved and proposed RTEP projects. As part of the 2026 IRP, the Company expects to provide additional context on how these PJM-driven evaluations and assumptions are reflected in the IRP.
