Do REC purchases include costs associated with RGGI allowances?
No. REC purchases do not include RGGI allowance costs. RECs represent a distinct compliance instrument and revenue or cost stream associated with renewable energy generation.
RGGI allowances are a separate compliance obligation and will be tracked and recovered independently from RECs now that Virginia will be participating in the Regional Greenhouse Gas Initiative (RGGI).
