Given difficulties permitting new transmission lines, shouldn't new nuclear come with some locational constraints, such as co-location with Data Centers?
The Integrated Resource Plan is generally not location-specific and does not typically model resource deployment at specific sites. Instead, considerations such as transmission requirements, development challenges, and other implementation constraints are generally reflected through resource costs, performance assumptions, and build limits.
