Please provide a clear answer as to what extent this process will: i) give stakeholders an opportunity to access the final set of inputs and assumptions the utility will use for each plan and to provide feedback; ii) give stakeholders access to the modeling results and an opportunity to provide feedback on these results; and iii) the extent to which the utility will produce new modeling runs or an entirely new alternative plan based on stakeholder feedback.
Dominion Energy’s IRP Stakeholder Process is providing multiple opportunities to discuss and receive feedback on potential modeling inputs and assumptions for this year’s IRP. A meeting is expected to occur in late summer during Phase 4 of the Stakeholder Process where we will review the collective input and recommendations that will be used to develop the report. The report will include stakeholder input, recommendations and information on the modeling, and will be included in the IRP filing. After the IRP is filed in October, we will host a meeting to provide an overview and answer questions. Modeling for the 2024 IRP has begun. The modeling process is iterative and takes time. The modeling results must be scrutinized and analyzed to ensure that the over 160 regulatory and legislative requirements are met. There are some aspects of modeling that are easier to modify once modeling has started than others. For example, some sensitivities on alternative plans are a little easier to be added or modified after modeling has started. Alternatively, there are other aspects that we cannot change once we start modeling. An example of this is market assumptions and commodity forecasts which are commissioned from a third-party ahead of modeling. Stakeholders were encouraged to provide any modeling inputs by the previously communicated deadlines. Dominion Energy will endeavor to consider any input or comments received after this deadline but cannot commit to do so at this time given the voluminous nature of the modeling that must be completed to meet all legal and regulatory requirements.
