What is HB429/SB249 and when will Dominion be required to meet those requirements?

House Bill 429 / Senate Bill 249 (Chapter 607) amended §§ 56-597, 56-598, and 56-599 of the Code of Virginia related to integrated resource plan filings. As stated in previous Q&A, the updated requirements are effective for the 2027 IRP. Code Ann. 56-599(B)(10)’s requirement to provide “a comprehensive assessment of the potential application of grid-enhancing technologies and advanced conductors,” including whether Dominion will evaluate opportunities for those technologies to defer, reduce, or eliminate the need for new grid infrastructure and, if they are not included in the IRP, provide the required detailed explanation? Will the assessment compare GETs and advanced conductors against conventional transmission solutions using consistent metrics?
