Does Dominion consider grid-forming inverters for new inverter-based resources in its transmission studies?

At this time, grid-forming inverters are not explicitly incorporated into transmission studies for the IRP. The analysis is generally based on technologies that are currently deployed at meaningful scale. As a result, emerging technologies such as grid-forming inverters are not typically evaluated in a forward-looking capacity within these studies.

• How is Dominion evaluating grid-enhancing technologies (GETs), including advanced transmission technologies (ATTs), in the IRP, particularly in light of HB 862 (passed in 2024)? Will this include a comprehensive assessment, and what tools or modeling approaches are used?
• Will Dominion provide PLEXOS licenses (free or at a discount) to intervenors to allow them to work directly with IRP models?
