Do you include the entire DOM Zone within PJM’s load forecast, which includes Co-Ops (NOVEC, MEC, REC, etc.), as part of your IRP analysis to determine resource adequacy? Or do you only assess the DOM LSE, which would only include Dominion’s distribution service territory?

PJM issues a load forecast for the entire DOM Zone from which Dominion Energy’s load forecasting team derives the load forecast specific to the Dominion Load Serving Entity (DOM LSE).  The IRP focuses on resource expansion to serve the DOM LSE.

• How does Dominion Energy show the company has met energy sufficiency in the IRP?
• Why is Dominion relying exclusively on PJMs load forecast, instead of its own (presumably more nuanced) load forecasting? It seems like Dominion would want to use the most sensitive and detailed information available, especially in the data center/new load context.
