How are transmission constraints reflected to optimize the generation resources? If there aren’t any transmission constraints modeled, is the location of new generation and new load immaterial as it wouldn’t impact the marginal unit being dispatched?

The IRP modeling is not location-specific and only accounts for generic resources to meet demand within the Dominion Load Serving Entity territory.  Thus, transmission constraints are not a specific input reflected in the IRP model.
