Why is demand-side management (DSM) not included as a separate input in the model rules or future fleet options?
Dominion Energy accounts for the impacts of energy efficiency and other demand-side management programs through its load forecast assumptions rather than modeling DSM as a separate resource option. Specifically, expected energy efficiency savings are reflected as reductions to projected customer demand over the planning period. Stakeholders may provide input on the level of energy efficiency savings assumed in the stakeholder input case, including whether those assumptions should differ from the Company’s base case assumptions.
