Do environmental impacts include GHG and various impacts between clean energy and fossil fuels?

Unfortunately, the type of detailed climate impact assessment that would be needed to properly consider all possible climate impacts of all the facility types under consideration is not feasible in the context of the 2024 IRP and the generic facility type comparison at issue here. 

It is important to note that renewables like solar, wind, and battery storage are not 100% free from climate impactsAlthough renewable energy facilities do not continuously create green-house gas emissions during operation, they do affect the climate indirectly through the extraction, transport and manufacturing of materials and equipment needed to build and maintain themIndirect and upstream emissions, referred to as Scope 3 emissions, are discussed in the Company’s latest climate report. The table will include “air quality” effects as traditionally understood in the context of environmental permitting under the Clean Air Act.
