Does Dominion Energy consider affordability as a part of EJ?

Yes. The VEJA (§ 2.2-234) defines “environment” as the natural, cultural, social, economic, and political assets or components of a communityThe economic aspect of that definition could be applied to the cost of energy, but it also could include other economic aspects of energy infrastructure (e.g., local tax revenues, jobs, etc)The affordability of electricity also has indirect effects to the environment; if electricity is unaffordable then less affluent households may be forced to forgo indoor heating and cooling, which would also potentially have a deleterious effect on the indoor environment.
