Why were there no incremental energy efficiency targets past 2025 in the 2023 IRP filing?

Based on stakeholder feedback, Dominion Energy is evaluating energy efficiency targets beyond 2025.  The Virginia Clean Economy Act (VCEA) prescribes energy efficiency targets through 2025, and requires the Virginia State Corporation Commission to establish new targets for 2026-2028, but those have not yet been set by the Commission.
