Why are there build limits for resources in the IRP such as utility scale solar? Is there a potential to overbuild solar?
From an Integrated Resource Plan perspective, the model will select the most cost-effective generation option until load requirements are met. Build limits are placed on all resources. Without these guardrails, the model could choose to build more of a particular resource than is technically feasible in a given year.
