Many factors determine affordability. Our focus in the Integrated Resource Plan (IRP), considers factors such as costs associated with construction of facilities and operating costs.
Cost allocation and/or cost causation topics are not part of the regulatory process associated with an IRP. These topics are part of rate cases, which are a separate regulatory proceeding.
